Mass Meeting
of New Kent County Republican Committee
of the Republican Party of Virginia

As Chairman of the New Kent County Republican Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Jane Ladd, do hereby issue this call for a Mass Meeting to be held at the New Kent Forestry Conference Center, 11301 Pocahontas Trail, Providence Forge, VA 23140 or alternate site, starting at 7:00 p.m. on Thursday, March 26, 2009. Registration starts at 6:00 pm. The purpose of the Mass Meeting is as follows:

1. Electing up to 190 Delegates and an equal number of Alternates to the State Convention of the Republican Party, to be held on May 29 and 30, 2009 at the Greater Richmond Convention Center, 403 North Third Street, Richmond, VA, starting at 2:00 p.m. on Friday, May 29, 2009;

2. And for the transaction of such other business as may properly come before the Mass Meeting.

The purpose of the State Convention is to nominate Republican candidates for Governor, Lt. Governor and Attorney General.

New Kent County is entitled to 38 Delegate Votes at the State Convention based on the Republican votes for President and Governor at their last election.

Qualifications for Participation

All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party after March 1, 2004, or in the last five years, whichever is more recent.

A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter.

Participants may be required to produce personal identification such as a valid drivers license or voter registration card.

Filing Requirements

Candidates for election as Delegate or Alternate at said Mass Meeting shall file a completed and signed statement on a form approved by the New Kent Republican Committee with Jane Ladd at P.O. Box 382, Quinton, VA 23141, or in person at 8325 Airport Road, Quinton, VA 23141 which must be received not later than 5:00 p.m. on Thursday, March 12, 2009. Postmarks do not govern. Nominations from the floor shall be prohibited.

If no more than the maximum number of Delegates and Alternate Delegates that can be elected at the Mass Meeting file as candidates, all properly filed candidates shall be deemed elected and no Mass Meeting held.

Registration Fee

There will be no registration fee to participate in this Mass Meeting. There is a voluntary registration fee of $35 for the State Convention. Voluntary fees are requested to be paid at the time of filing for election as a Delegate, payable to the New Kent County Republican Committee.
